I have always found it hard to get started in Itjtawy. This time I built only a palace, two nobles, 6 servants and a bunch of farms. As soon as the servants had moved in, I built six luxury shops. This worked reasonably well; five servants moved into the shops and I only lost one farmer. Even so, I only had five farms occupied by the first harvest.
I didn't bother with city guards. I paid off the raiders and opened the mercenary camp as soon as I could.
Because villagers are limited in this scenario, I had only six nobles. I did have three scribes assessing taxes to make sure all fields were counted. There were 11 brickworks because I wanted to try to build both the Canal and the Wall. (I built the Canal first, I wasn't sure what would happen if I built the Wall and then turned off the upkeep to the building site.)
